Notice to Contractors
Sealed bids for Public Improvements for, Pine Street and McCabe Street Sidewalks, will be received at: City Hall, 126 S.
Washington, Strafford, Missouri, 65757 until 10:00 A.M. (Prevailing Local Time) on the 22nd day of October 2020 and at that time will be publicly opened and read. The envelopes containing the bids must be sealed, addressed to the City of Strafford, 126 S. Washington Street, Strafford, Missouri and designated as bid for STREETSCAPE IMPROVEMENTS FOR
MCCABE STREET & PINE STREET. Due to the development of COVID-19, the bids will be publicly opened and read
aloud via teleconference call. The bid opening can be accessed by dialing (929) 324-9851 and entering pin number
The proposed work includes: The construction of sidewalks from 601 Black Oak Street to 424 McCabe Street along McCabe street and from Madison Street to Jefferson Street along Pine Street, including curb and gutter reconstruction, driveway reconstruction, and all other miscellaneous work required for completion of the project.

Neither the Owner nor Engineer have any responsibility for the accuracy, completeness or sufficiency of any bid documents obtained from any source other than Springfield Blue Print. Obtaining these documents from any other source(s) may result in obtaining incomplete and inaccurate information. Obtaining these documents from any source other than directly from the source listed herein may also result in failure to receive any addenda, corrections, or other revisions to these documents that may be issued.
A Pre-Bid meeting will be held at 10:00 AM on the 15th day of October 2020, at Strafford City Hall, 126 S. Washington,
Strafford MO 65757. All bidders are required to attend the Pre-Bid meeting via teleconference or Google Meetings. Due
to the development of COVID-19, the Pre Bid meeting will be held via teleconference call. The Pre-Bid meeting can be
accessed by dialing (478) 324-0225 and entering pin number 542780113#.
All labor used in the construction of this public improvement shall be paid a wage no less than the prevailing hourly rate of wages of work of a similar character in this locality as established by the Department of Labor and Industrial Relations (Federal Wage Rate), or state wage rate, whichever is higher.
The City of Strafford hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, businesses owned and controlled by socially and economically disadvantaged individuals will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, religion, creed, sex, age, ancestry, or national origin in consideration for an award.”
All bidders must be on MoDOT’s Qualified Contractor List per Section 102.2 of the Missouri Standard Specifications for
Highway Construction, 2011 Edition including all revisions. The contractor questionnaire must be on file 7 days prior to bid opening.
Contractors and sub-contractors who sign a contract to work on public works project provide a 10-Hour OSHA construction safety program, or similar program approved by the Department of Labor and Industrial Relations, to be completed by their on-site employees within seventy five (75) calendar days of beginning work on the construction project. No matter what date the contractor chooses to begin the project, the project must be completed on or before May 28, 2021.
A certified or cashier’s check or a bid bond in the amount of 5% shall be submitted with each proposal.
The City of Strafford reserves the right to reject any or all bids.
The DBE Goal for this project is 6% .
No 2nd tier subcontracting will be allowed on this project.
