Water
It is the City’s mission to provide clean and safe drinking water to all residents and businesses. Water is used for in-home uses, outdoor watering, businesses, and fire suppression. Water Fact Sheet

Wastewater (Sewer)

It is the City’s responsibility to take waste water from homes and businesses, convey it to City of Springfield, MO a treatment plant and “treat it”.

Trash Service

Trash Service is mandatory. Trash Service is billed monthly and included on your utility billing.

Service is provided by Allied Waste Service. Allied Waste’s Automated Collection System makes trash and recycling collection more efficient, safe, and sanitary than bag and bin collection systems. Strafford residents are provided a 95-gallon trash cart 95 gallon recycle cart (recycling is optional) to roll your waste out to the curb on your regular trash and recycle collection day (recycle is serviced every other week). Trash is collected on Wednesdays, New Carts are delivered on Thursdays, Recycle Schedule will be every other week.

Your monthly Trash Service charges are as follows:

  • Cart Service $12.50 per month
  • Senior Cart Service $11.55 per month (65 and over)
  • Recycle Bin at no additional charge

Paying Your Bill:

All accounts receive billing invoices at the beginning of each month for the previous month’s charges. Please pay your bill by the payment due date shown on the front of the bill.

The way you receive your bill:

Paper Bill. Mailed to the billing address you provide to us. All accounts receive a paper bill. Note: New customers if you haven’t received a bill after one month please contact your Utility Clerk.

There are several ways to make your utility payment:
  • MAIL: We accept check, money order, or cashier’s check. Payments can be mailed to: City of Strafford, P.O. Box 66, Strafford, MO 65757
  • IN PERSON: We accept cash, check, money order, cashier’s check, major credit cards, or Debit Card. Paid in person at the counter inside City Hall.
  • NIGHT DROP BOX: For your convenience a night drop box is available at Strafford City Hall front door window slot. Place your check or money order in an envelope clearly labeled with your name and account number. Please DO NOT place cash in the night drop box, we cannot be responsible for cash payments due to other community groups who use City Hall. Payments must be dropped off prior to 8:00 a.m. on the due date shown on the bill in order to be processed and posted to the account that business day.
  • ACH: Payment can be automatically withdrawn from your checking account each  month. Click here for an application.
  • ONLINE: You can go online to the City’s website click here to pay your bill.
Past Due Bills and Late Fees:
An unpaid bill is considered due if payment is not received by 5:00 p.m. on the 15th of the month. Delinquent accounts are subject to 10% penalty charge the following business day a “Reminder Notice” will be sent to the customer on that business day with the “Interruption of Service” date of the 25th of that month if payment is not received by 5:00 p.m. on the 25th.  If the 15th or 25th falls on a weekend or Holiday, it must be paid by 5:00 p.m. the following business day. Please be aware that any service that is interrupted for non-payment of a delinquent amount will be restored only after the past due amount, and all “Service Fees” are paid.

Returned Payment (NSF) :

If the bank returns your check, a $25.00 non-sufficient funds bank charge will be added to your account.

Terminating/Changing Accounts

When you move or make changes affecting your account, it is your responsibility to notify the Utilities Clerk. The City will read the meter on the closing date specified, and turn off service.

Meter Reading

We have scheduled your meter to be read approximately the same day every month. It may be necessary to vary from this date due to holidays or unexpected circumstances. Safe access to the meter helps us provide you with accurate billings.

Utility Rates:

Customers are charged for using water, please see the rate sheet amounts, (water) click here, and waste water rates, please see the rate sheet amounts (sewer) click here.

Yearly Sewer Averaging:

Customers are averaged yearly during the months of January, February and March of each year, the sewer is based on these months water consumption, these months typically have the least water consumed in comparison to the Spring and Summer months.
  • The calculation is as follows: Take the first three months water consumption divide it by three, apply the sewer rate. This new charge will be what the customer will pay monthly for the year. If there is a sewer rate increase during that year the charge will increase.

New Customer Sewer Charge First Year:

Your first year of sewer will be based on a rolling average of your monthly water reads, until the next January, February, March averaging occurs.

 

Water/Sewer/ Trash Deposit:
Deposits are held in the customer’s account and applied to any balance owing when the customer moves. If customer moves within the city the deposit will be transferred to the new account and balance owing of prior account also.
  • Renters: $165.00 (Water $75.00 Sewer $75.00 Trash $15.00)
  • Homeowners : $115.00 (Water $50.00 Sewer $50.00 Trash $15.00)
