INVITATION FOR BIDS / MADISON AVENUE SITE IMPROVEMENTS
Sealed bids for the Madison Avenue Site Improvements (hereinafter “Project”) will be received by the City of Strafford, 126 S. Washington, Strafford, MO 65757, until 9:00 am CST, on Thursday, April 6th, 2023. The bids will be publicly opened and read aloud at 9:00 am CST, on Thursday, April 6, 2023, at the City of Strafford City Hall at 126 S. Washington, Strafford, MO 65757.
The Scope of Work includes demolition of existing improvements, milling, asphalt overlay, storm sewer improvements, new concrete curb and gutter, new concrete sidewalk, new full depth asphalt, new stamped concrete, underground electric improvements, concrete bases for streetlights and other incidental items and work described in the Project Manual, or reasonably inferable therefrom.
Bid packages will be available after 12:00 pm on Thursday, March 9, 2023, and may be obtained from the office of Cochran located at 2804 N. Biagio Street, Ozark, MO 65721, upon payment of a non-refundable fee of $50.00 per set or an electronic copy emailed for $25.00. For directions and availability, please call 417-595-4108.
A bid security in the amount of five percent (5%) of the bid amount must accompany each bid, in accordance with the Instructions to Bidders.
A pre-bid meeting will be held on Thursday, March 23, 2023, at 1:00 pm at City of Strafford City Hall.
The City of Strafford anticipates issuing notice to proceed in May 2023.
The wage rates applicable to this project have been predetermined as required by law and are set forth in this specification. When Federal wage rates are applicable and included, this contract is subject to the “Work Hours Act of 1962,” (P.L. 87-581: 76 Stat. 357) and implementing regulations.
Effective January 1, 2009, and pursuant to RSMo 285.530 (1), No business entity or employer shall knowingly employ, hire for employment, or continue to employ an unauthorized alien to perform work within the state of Missouri. The successful bidder must submit a sworn affidavit and documentation affirming the business entity's enrollment and participation in the federal work authorization program and that all of its employees working for the contracted services are not illegal immigrants.
Upon signing the contract, the successful contractor and any subcontractor performing the work shall provide a ten- hour Occupational Safety and Health Administration (OSHA) construction safety program for their on-site employees.
The City of Strafford hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

Sealed bids for the Water System Advanced Metering Infrastructure (AMI) (hereinafter “Project”) will be received by the City of Strafford, Attn: Martha E. Smartt, City Administrator, 126 S. Washington, PO Box 66, Strafford, MO 65757, until 10:00AM on Thursday, March 30, 2023. The bids will be publicly opened and read aloud at 10:00AM on Thursday, March 30, 2023 at City Hall.
It is the intent of the enclosed specifications to provide the City of Strafford, Missouri with a Fixed Network Unlicensed Advanced Metering Infrastructure (AMI) System that will work with all major water meter manufacturers, with an expected reading accuracy of 98.5% for all water meters in the system. Proposals shall include installation services to replace water meters, install new meter transmitter endpoints, install data collection units, and all other system equipment and installation required for a complete and functioning AMI system. The AMI system must interface with Strafford’s third-party Customer Information System (CIS) system, Incode by Tyler Technologies.
